When the Development Agency for Schools (TDA) elected to transfer from central London to Manchester to save costs, the move involved the loss of approximately 85% of the 200 strong work force. In order to overcome this and maximise their organisation's future potential they aimed to attract the very best talent available in the north of England and subsequently engaged Morgan Hunt as a delivery partner to help in the achievement of this objective.

Our brief was to provide a permanent recruitment solution that would identify and attract the best talent available in the market in order to recruit to all Band 4 vacancies across the agency. Robust processes of vetting and assessment needed to be developed to ensure that the people best able to excel within TDA were recruited. Manchester is a cosmopolitan city with a diverse population and it was essential for us to develop a recruitment strategy that was fair and open and would result in a workforce that reflected this multiplicity.

We appointed a project delivery team consisting of an account manager, two senior consultants and two resourcers. Additionally, representatives from our Quality Assurance, Marketing and IT divisions were also drafted in to share their own expertise and offer guidance. All members of the team were also set performance targets in line with the SLAs agreed with the TDA.

Our marketing department produced a comprehensive cross-media twelve-month marketing strategy that was designed to reach a wide audience of suitable potential applicants. This strategy proved to be very fruitful and we received over 2,000 applications. Each applicant underwent a two-phase assessment process that measured their skills against the TDA’s competency framework. Those candidates that were successful were fully vetted. Candidates who progressed beyond this point were entered into a talent pool. When vacancies were released we submitted the most appropriate applicants from the talent pool for final TDA approval.

We successfully recruited to all 78 band 4 vacancies across TDA. Our work has been praised by the key stakeholders including the TDA’s chief executive.
