Context:

The College is looking to recruit a new important member of its management team in the role of Procurement Manager. The post is a key role supporting the Group Director of Finance in delivering the required procurement improvements and efficiencies for the College. The centralisation of some procurement functions is seen as an important first step in ensuring the future success of the College and for delivering sustainable value for money across all purchases.

Main Purpose:

To provide professional direction across the College defining and implementing an overarching procurement strategy that secures continuity of supply, optimal financial benefits and makes a significant contribution to the broader objectives including those relating to social value and sustainability.

The Procurement Manager will provide professional and executive procurement support to the college. The postholder will be responsible for leading on College tendering and procurement projects, embedding the procurement function throughout the organisation. In addition, the postholder will lead on negotiating contracts with suppliers and monitoring contract performance. The postholder will be responsible for the College procurement strategy, providing guidance, support and training to the wider College.

 

Duties and Responsibilities

  1. To lead on procurement projects to ensure procurement activities are bulked together and the College obtains better value for money from its procurement activities.
  2. To lead on tender exercises in accordance with business priority, evaluating bids and make recommendations, based on commercial and technical factors in accordance with agreed deadlines.
  3. Lead on translating business and budget holder priorities and requirements and translating them into tender documentation, overseeing the process to award of the tender and providing objective feedback to unsuccessful tenderers.
  4. To ensure the College makes best use of existing frameworks agreement through purchasing consortia, ensuring that all procurement activity adheres to the College’s Financial Regulations and that value for money is achieved.
  5. To ensure that the College generates both Social Value and Sustainability improvements through its procurement activities.
  6. To negotiate with suppliers ensuring the best value for money for the College.
  7. Lead on embedding bulk procurement throughout the College and wider LASER Education Group companies.
  8. Lead on the development of strategies to make sure that cost savings and supplier performance targets are met - or exceeded.
  9. Undertake value for money reviews of existing contracts and arrangements.
  10. To ensure all relevant staff are aware of the College’s procurement strategy, providing training and advice as required.
  11. To be responsible for reviewing and continually updating the procurement policy i.e. in line with external and statutory guidelines.
  12. To keep abreast of national and statutory policy changes, sharing relevant updates and providing training to the wider team and College.
  13. To lead on the development and management of Service Level Agreements and KPIs for existing and future contracts.
  14. To work closely and collaboratively with purchase ledger staff, ensuring a robust supplier setup process, looking to constantly rationalise the College’s supplier base, reviewing buying patterns and identifying opportunities for single-source supply across the College.
  15. To maintain a contract register including renewal dates and indemnities, ensuring appropriate action is taken.
  16. To produce periodic reports on value for money and the overall position regarding spend under contract, ensuring value for money is delivered at every available opportunity.
  17. To produce reports for the Executive team and Corporation on tenders and principal waivers.
  18. Other projects as required by the Group Director of Finance, or Group Chief Financial Officer.

    About the role :

    West London College is looking to recruit an enthusiastic Lecturer in English to join its team. The appointed candidate will be responsible for teaching GCSE English and Functional Skills. This role will include lesson preparation, classroom delivery and marking. The appointed candidate will be responsible for delivering high-quality teaching and learning to our learners and providing them with an outstanding experience. The post holder will also contribute to curriculum development within the department and will be actively involved in the recruitment, interviewing, selection and counselling of students.

    The successful applicant will be an experienced educator with the ability to deliver English at GCSE level as well as Functional Skills. They will have experience in delivering innovative and creative teaching and learning and possess an up-to-date and in-depth knowledge of curriculum delivery. The appointed candidate will have a passion for delivering student success and have the ability to use inspiring teaching methods and produce engaging teaching materials. Excellent English and Maths skills will be required along with a high level of IT competency.
