Job description

Morgan Hunt are delighted to be working with a small Housing Association in North London who are on the look out for a new Director of Property Service, to lead on all aspects of Repairs & Estates, Asset Management Strategy and Compliance.

Core Duties:

  • To be responsible for the performance of Property Service which includes our responsive repairs service and planned works, delivering to the required standards, to budget
  • To ensure compliance with existing and emerging regulation, legislation and approved codes of practice in respect of property compliance; in particular the big 6 - gas safety, electrical safety, asbestos management, fire safety, water hygiene, lift maintenance & servicing plus damp & mould.
  • To be responsible for development and implementation of Asset Management Strategy, and all property related strategy, policies and procedures.
  • To work collaboratively with other teams within the business (most notably housing staff) to ensure that they effectively manage compliance related issues when delivering repairs, cyclical and planned maintenance programmes (i.e., asbestos surveys ahead of voids, planned works, gas/electrical testing on voids, etc.
  • To establish and review strategies for the medium and long term maintenance of housing stock. At the heart of this is the Asset Management Strategy.
  • To lead sustainability and decarbonisation strategy and programme, including planning the programme, investigating and bidding for funding and overseeing implementation.
  • To identify, plan and control routine and cyclical maintenance, revenue and capital improvement programmes and their respective budgets.
  • To identify and deal with major repairs and works, including ensuring robust diagnosis of the issues, dealing with insurance or legal claims, specifying and tendering works required, working with Housing and Comms colleagues to engage tenants, and overseeing works.

Person Specification

  • Leading a property function, ideally within the social housing sector. Experience should include asset management, statutory compliance and (ideally) repairs & maintenance.
  • Production of clear, well-structured reports to Boards and others, which aid effective decision making.
  • Managing staff teams and relationships with internal & external stakeholders. Education & Qualifications
  • Bachelor's degree or HNC as a minimum, ideally in a related subject. Experience may be accepted in exceptional circumstances in lieu of a degree
  • Ideally chartered MRICS or MCIOB
  • Evidence of CPD
