Systems Development Manager

£45000 - £55000 per annum 40 Days Annual Leave
 

Job Description

We are currently recruiting for a systems development manager for our public sector client based in Glasgow, this is an excellent permanent opportunity, ideal for candidates with strong experience with managing teams of developers on various software development and change projects.

- Hybrid working 2 days in the office / 3 days from home

- 41 Days Annual Leave

- 21% Employer contribution pension

- £45,000-£55,000 (DOE)

Job Purpose

Manage the support, development, implementation, and maintenance of business systems that operate across administrative, teaching, and research functions in alignment with established organisational objectives.

Responsible for overseeing corporate-scale systems and services supported by the central Information Services Directorate, serving all staff and users across the organization.

Accountable for the supervision of staff, system support, development, project management, and collaboration with stakeholders at all levels to implement processes and systems aimed at enhancing operational efficiency and effectiveness within the organization.

Key skills / Requirments

  1. Manage and implement IT systems projects through the project lifecycle in collaboration with the Project Delivery Team, including producing project plans, procurement, monitoring progress, project reporting, and benefits realization.

  2. Identify new projects and opportunities, create project initiation documentation, including project briefs, feasibility studies, and business cases for approval.

  3. Line manage technical development and support staff, including completing Performance & Development Reviews, managing workload, mentoring, and recruiting staff where necessary.

  4. Manage business-as-usual user and system support and training, and the maintenance of corporate systems, ensuring a high standard of service delivery, user satisfaction, and business continuity.

  5. Manage the gathering, analyzing, and documenting of business requirements for existing and new systems, mapping business processes, applying problem-solving techniques, and identifying future client needs and trends to create effective and innovative solutions.

  6. Manage the development of system changes, ensuring coding and release practices are robust, systems are secure, and compliance with relevant regulations and legislative requirements.

  7. Liaise with Project Teams and/or Business Managers to identify how technologies offered by the Information Services can provide functionality to meet business needs.

  8. Provide specialist and strategic advice on approaches to IT systems solutions to senior management and relevant committees and working groups.

  9. Work with the Assistant Director (Business Systems) to formulate operational policies and procedures to improve the quality and effectiveness of service provision.

  10. Work with the Assistant Director (Business Systems) to develop long and short-term strategic plans and system road maps.

  11. Manage communications and relationships with project stakeholders, third-party suppliers, consultants, professional networks, and relevant government bodies.

  12. Attend training courses and conferences, and access training materials as appropriate, to ensure continued familiarity with new technologies, keep skills up-to-date, and maintain an understanding of current and future market trends.

  13. Work with colleagues to evaluate new systems, providing technical input to requirements where required.

    The Successful Applicant

    • Degree or equivalent in a relevant technical discipline
    • Proven track record of leading the development and delivery of digital, data and technological transformation that drives improved efficiency and effectiveness.
    • Sound understanding of digital, data and technological capabilities deployed across the public sector.
    • Experience of overseeing and leading the delivery of complex multidisciplinary projects and teams including matrix leadership across organisational and supplier boundaries.
    • Experience in driving innovation in partnership with both internal colleagues and external stakeholders.
    • Strong leadership skills, with the ability to build a collaborative and inclusive team. To attract, motivate and develop colleagues at all levels to achieve their highest potential with the ability to inspire and engage people through change.

  • Service Management Consultant

    We have a current opportunity for a Service Management Consultant on a 6 contract basis with a well established public sector organisation. The position will be based in Glasgow or Edinburgh.


    As a Service Management Implementation Expert (both IT and wider business) specialising in ServiceNOW, you will play a pivotal role in driving business transformation through the strategic deployment and optimization of ServiceNOW\'s service management capabilities. This role focuses on the business implementation, process optimization, and change management aspects of ServiceNOW, ensuring seamless integration with organizational objectives and fostering a culture of continuous improvement.

    Role Responsibilities

    • Auditing of existing ITIL/Service Management processes and define areas for improvement
    • Translating operational areas for improvement into development demand
    • Lead HR colleagues through readiness steps to embed ServiceNow HR Service Delivery module within the organisation
    • Document and implement ITSM Quality Assurance within the organisation
    • Provide training and coaching for ITSM processes across Digital and associated teams

    Role Requirements
