Job description

We have a current opportunity for a Deputy Director of Estates on a permanent basis. The position will be based in London / Essex. For a full JD please contact me but I've detailed an outline below....

MAIN TASKS AND RESPONSIBILITIES: Estates Management:

1.1 To assist in the strategic development of the College's Estate service, comprising the teams based at each location and any central functions.

1.2 To assist in the implementation of the College Strategic Plan with reference to Estates through participation in the development and review of a College Estate Strategy.

1.3 To develop College Estate, in consultation with managers and users, to meet the requirements of the College's Strategic Plan, including curriculum drivers. This includes the development of briefs and specifications and responsibility for ensuring adequate project management.

1.4 To develop the Estates Health and Safety policies and procedures to take account of statutory and other changes and to monitor and progress implementation of these policies.

1.5 To ensure plans are in place to manage and remain legislatively compliant for fire, asbestos, legionella and similar.

1.6 To prepare contract specifications for OJEU/OGS procurement, taking part in the selection and appointment of contractors and service providers and providing information to enable a cross-college cross charging system.

1.7 To participate on energy management and embed sustainability and carbon reduction policies and targets cross-College, including reporting on annual energy consumption in order to produce Display Energy Certificates (DEC)

1.8 To aid and oversee the management of building services engineering and fabric maintenance both proactively and reactively, ensuring appropriate systems are in place to plan, monitor and record activity in order to ensure compliance with current legislation.

1.9 To provide the Programme/Project Manager function for minor works projects working with faculty and service areas and professional advisers to develop guiding principles and specifications. To lead on the procurement of professional services, direction of design, monitoring through project managers, accountable for delivery to programme and budget. To ensure in all these activities value for money.

1.10 To ensure the estates help desk system is effective in tracking work requests, communicating with customers and supplying relevant statistical information.

1.11 To ensure the operation of a high quality College Estates service and facilities including: - The negotiation and management of external service contracts. - The provision of internal services relating to the operation of the College's premises/accommodation. - The development of close and effective working relationships with relevant staff across the College. - Monitoring the performance of contractors and service providers, and advising on their effectiveness, value for money etc.
