Job description

We are seeking an experienced Benefits Manager to lead our Housing Benefit Team in London, responsible for managing up to 30 employees. In this role, you will be responsible for contributing to the Council's vision and priorities by administering, calculating, assessing, and modifying Housing Benefit and Council Tax support entitlements, as well as Council Tax collection and enforcement administration, including the prevention and detection of fraud.

Responsibilities:

You will be responsible for maximising income and debt recovery using innovative models and initiatives, including behavioural insights to improve collection. You will promote a business culture seeking innovation and growth and increased income where possible. You will manage, deliver and continuously improve services to ensure quality and consistency in service delivery to all Customers.

You will also take a leading strategic role in the implementation and maintenance of policy, guidance, and operational processes necessary to administer and support Housing and Council Tax Benefit administration. You will be responsible for the management and direction of teams within the Council Tax & Benefit Services in accordance with statutory requirements, core principles, key aims, service and business plans, ensuring that a good service is delivered to customers.

Additionally, you will contribute to the aims, objectives, and priorities of the service, developing and implementing service-wide policies and strategies to create a customer-focused culture. You will manage the development, coordination, implementation and delivery of the oneSource Exchequer Services and responsible for achieving excellent levels of service customer improvement satisfaction and high performance in the delivery of these services.

Requirements:

To be considered for this position, you should have substantial experience in benefits management, along with a solid understanding of relevant regulations and legislation. You should be able to demonstrate experience in managing teams, motivating staff and leading change, and have a track record of delivering customer-focused services.

Strong analytical and problem-solving skills, as well as excellent communication and interpersonal skills, are essential. You should be able to work collaboratively with a range of stakeholders, including Council Members, non-Council employers, and committees, and be able to provide advice on financial implications, statutory obligations, and cost-effective strategies.
