Job description

Morgan Hunt are currently working with a well-known Housing Association, based in London and the South East, in their search for a permanent Procurement Manager to develop and implement category, procurement and contract management strategies across the organisation.

As a successful postholder you will be responsible for implementing a category management approach across the Group to ensure that goods, services, and works are procured efficiently and achieve value for money through providing procurement and commercial expertise, and utilising market knowledge. You will act as an ambassador and promote best practice within Procurement, while working across the team and organisation to deliver high value complex contracts.

You will have experience working within Procurement and Category Management, within a large organisation (ideally within the Housing or Government Sectors). You will have strong knowledge of Public Sector Procurement (including PCR 2015 and OJEU). You will have experience within competitive dialogue, competitive procedure with negotiation and establishment of framework agreements. You will be a pragmatic, influential and well-communicated Procurement Professional with strong management, interpersonal and stakeholder engagement skills.

Annual Salary: Up to £58,000

Hours: Full-time (35 hours per week)

Key Responsibilities

  • Develop and implement their strategy for sustainable procurement including key supplier and contract management.
  • Develop a procurement framework, form strong relationships with consortiums, framework providers and seek to deliver 'added value' through corporate social responsibility aspects of contractual relationships.
  • Develop and proactively manage the procurement pipeline. Engage with budget holders to understand business demand, identify opportunities to combine requirements and achieve better procurement solutions for the organisation. Ensure re-procurement is planned in a timely way and risks are managed appropriately.
  • Act as a centre of expertise for the organisation. Maintain policies and procedures and deliver training and guidance for staff. Collaborate with colleagues, providing expert advice on the best procurement route, provide constructive challenge and guidance on effective contract performance measures and contract management.
  • Ensure compliance with all legislative requirements and assurance on procurement activity, due diligence and conflict of interest checking procedures to align with the requirements of Public Contracts Regulations and procurement
  • Maintain the centralised contract register and relevant elements of our centralised Assets and Liabilities register. Ensure that all contract management of suppliers is rigorous and delivers the agreed outcomes under the contract; make recommendations for improvements and reappraisals.

Personal Specification

  • Experience of a wide range of procurement work across services, consultancies and goods, valued between £50,000 and several £millions.
  • Experience leading supplier negotiations and relationship management for business critical contracts.
  • Experience of designing and implementing procurement process; including effective oversight of governance.
  • Commercial acumen, being able to identify opportunities to drive savings, avert poor practice and advise the senior leadership team.
  • Creation and development of effective working relationships with colleagues, external agencies and partner organisations.
