£70,000 - £75,000 Per Annum

Full Time - 37 hours per week

Morgan Hunt have partnered with a Housing Association who are currently recruiting for a Head of Business Partnering, Planning and Treasury to join their team on a full time, permanent basis.

Responsibilities:

Some of your duties as Head of Business Partnering, Planning and Treasury will include:

  • Produce monthly and quarterly financial information pack to include Management Accounts, KPIs, Treasury information, establishment and Forecasts, in an accurate and timely manner.
  • Responsible for transforming the Financial Management information of the organisation and maintaining it in a format that is relevant and up to date with what's going on in the sector.
  • Responsible for the budget setting process as well as transforming the budget setting process as part of a new system implementation, moving from nominal to cost centre budgeting.
  • Create a strong business partnering function within the organisation, to support the Strategic Programme and the delivery of Value for Money.
  • Oversee Strategic projects including the implementation of a Net Zero Carbon Strategy, a review of subsidiary companies, the move from S106 to Land-led Development and a programme of Stock transfer bids.
  • Create and maintain the 30 year business plan, the FFR return to the Regulator and financial modelling through the use of Brixx, moving the maintenance of the financial plan from an annual to a quarterly process.
  • Be responsible for the Treasury Management function of the organisation, to include operational management of loan portfolio, treasury reporting internally and to the Regulator through the quarterly returns, loan covenant compliance and security charging.
  • Develop the finance support to the business to include cash flow for casting, development appraisals, scheme capital monitoring and end of scheme reporting.
  • Responsible for financial data within the system architecture and the creation and design of financial reporting and reconciliation to meet the business needs of the organisation.
  • Lead on the production of information to the Board in relation to the Strategic Programme and VfM, to include budget, business planning and forecasting.
  • Work jointly, with the other Direct Reports of the Executive Director of Finance, lead on the operational management of the finance team and the Finance improvement Programme, to include work programme management, culture change and resource allocation
  • Ensure and monitor compliance with VfM and Economic Standards
  • Deputise for the Executive Director of Finance on matters of Budget, Management Information, Business Planning, Treasury and VfM
  • Explain complex financial information to colleagues and stakeholders with no financial knowledge, with ease.
  • Seek to deliver and demonstrate Value for Money through their areas of responsibility.

Requirements:

  • Substantial experience of running a Business Partnering function to support the operations of an organisation
  • Substantial experience of ensuring the Group's compliance with all relevant legislation, accounting requirements and regulations.
  • Working effectively with colleagues, partners and stakeholder groups.
  • Build a high performing team, demonstrating credibility, strong influencing and communication skills, personal drive and ambition to make a difference.
  • Lead substantial, and successful business transformation and change management.
  • Implement Internal Service Level Agreements and Finance Improvement Programmes.
  • Able to embed a VfM framework within the operations of a business
  • Ability to lead budget setting and forecasting processes
  • Substantial experience of running business planning to support the strategic plan of the organisation
  • Experience in Development finance and Treasury management
  • CCAB Qualification, with over 3 years post qualification expertise (Qualification essential)
  • Up to date knowledge of the accounting regime Housing Associations operate within
  • Strong administrative and organisational skills
  • Able to present complex technical information in a way to foster a positive financial control framework across West Kent
  • Strong Microsoft skills, advanced Microsoft Excel
  • Strong knowledge and skills in using Brixx / Business Planning Software
  • Strong financial appraisal and financial modelling skills

Desirable:

  • Previous experience of Cloud Financials and Collaborative Planning
  • Previous experience of Pamwin
  • Project Management Qualification
  • Knowledge and experience of working within the Housing Sector
