Job purpose

To provide strategic leadership for the organisation in relation to health & safety; to ensure compliance with all relevant legislation; and to promote continual improvement throughout the organisation.


Initial Objectives

Key initial objectives for the Head of Health and Safety are:

  1. To review the Health and Safety Policy for the merged organisation ensuring it meets the requirements for the organisation as a whole with its many activities.
  2. To ensure that Health, Safety and building related risk management is being carried out consistently across all sites in accordance with best practice compliance with statutory regulations.
  3. To put in place an effective risk assessment process.
  4. To identify the training needs of the organisation and set out a plan to deliver these.
  5. To develop a compliance framework on Health and Safety for the organisation
  6. To ensure adequate auditing arrangements are in place for compliance with the organisation's policies and procedures relevant to Health and Safety.
  7. To arrange and present an annual assurance report on Health and Safety for the organisation

These objectives will be reviewed after the first year of the new structure and will be updated to reflect the merged Association's ongoing expectations for this role, once the amalgamated structure has been fully established and in operation for a while.


Duties and Responsibilities

  1. To be the Association's expert lead and responsible officer for the management and delivery of Health & Safety, ensuring full compliance with current external regulation and internal policy and effective risk management at all times.
  2. Working with the Area Directors, to ensure that all relevant checks are completed as and when necessary and staff follow Health & Safety requirements effectively.
  3. Provide expert knowledge, skills, training and interventions to influence, challenge and achieve our goals and targets for Health & Safety
  4. Lead on Health and Safety, ensuring high levels of performance and customer service
  5. Work collaboratively with peers and other members of the YMCA London South West (YLSW) to develop innovative solutions and timely and cost effective best practice
  6. Promote a positive Health & Safety culture and environment for employees, service users and the public, which reflects the changing needs arising out of Health & Safety legislation and best practice
  7. Oversee and manage the Business Continuity and Emergency On-call processes to ensure all emergency situations are managed with the least impact on service users
  8. Own the Property Compliance standards across the business, reporting compliance with statutory and legal duties to the Executive and Board on a monthly basis
  9. Technical Advisor to YLSW with regard to all aspects of Health & Safety and Environmental activities; with particular focus on Property Services on CSCS, COSHH and Construction safety including CDM
  10. Control all legislative documents relating to Health & Safety, Fire Prevention and Asbestos Management to ensure adequate and appropriate record retention
  11. Act as YLSW' lead and contact point for all enforcing agencies
  12. Delivery of the estate inspection programme to provide a safe environment for residents and minimise insurance claims
  13. Manage the asbestos management policy and associated programme for YLSW
  14. Take responsibility for own learning and development
  15. Comply with all YMCA policies, including contractual standing orders, financial regulations and all HR policies and procedures including Health & Safety and Equality & Diversity
  16. Use a flexible and engaging coaching style of management to support and develop colleagues for the benefit of the individual, service and organisation.
