We have a current opportunity for a Group Director Capital Projects on a permanent basis, mainly site based with some flexibility for home work as appropriate. This Director of Capital Projects position is key with some exciting developments and projects taking place over the coming months and years. PURPOSE OF JOB:
* To provide the College with fit for purpose accommodation that supports teaching and learning and other activities across the College group.
* To develop, manage and lead on capital construction projects across the Group
* To assist in the formulation and management of all major capital construction project budgets
* To assist and shape the drafting and implementation of the approved Property/Accommodation strategy for the College.
MAIN TASKS AND RESPONSIBILITIES:
1. Property Development and Management:
1.1 To lead the strategic development of the College's Accommodation working closely with the Group Director for Estates and other senior managers.
1.2 To implement the College Strategic Plan with reference to Property and other aspects through participation in the development and review of a College Property/Accommodation Strategy.
1.3 To keep under review the College Accommodation Strategy, in consultation with senior management team, to meet the requirements of the College's Strategic Plan, including curriculum drivers. This includes the development of briefs and specifications and responsibility for ensuring delivery of capital construction projects.
1.4 To prepare contract specifications for OJEU/OGS procurement, taking part in the selection and appointment of contractors and professional advisors to enable the delivery of construction projects.
2. Managing Finance:
2.1 To be responsible for the formulation and control of budgets and spending programmes for major capital construction projects.
2.2 To produce and report on management information for capital construction projects to ensure effective and efficient delivery of the outcomes of the project.
2.3 To assist with the production and implementation of 5 year plans for capital construction developments.
2.4 To produce funding bids for capital projects and carry out post project reviews.
2.5 To provide the Project Management function for major construction projects working with the Estates team, faculty and service areas and professional advisors to develop guiding principles and specifications. To ensure value for money in all these activities.
2.6 To support all property related legal matters within major capital construction projects.
3. Working with internal and external stakeholders:
3.1 To ensure efficient and effective project management of cross-College construction projects including effective contract management.
3.2 To establish consistency of project management standards across major construction projects.
3.3 To clearly articulate and manage project risk including the development of contingency plans.
3.4 To work closely with the Director of communications to ensure an effective internal and external communication plan for all major construction projects.
3.5 To ensure the implementation of training and development programmes for relevant Estates staff to manage post construction phase delivery.
3.6 To conduct project evaluations and embed continuous improvement programmes for major projects from lessons learnt.
4. Managing Information:
4.1 To prepare reports, statistics and other information for internal use and for the Education and Skills Funding Agency and other external bodies as required.
4.2 To prepare funding bids for major construction projects, as appropriate, to the Education and Skills Funding Agency and other bodies.
4.3 To prepare of oral and written reports for internal and external needs, including the Corporation and its committees.
4.4 To produce management information to measure performance against internally/externally agreed performance indicators.
