We have been asked to assist a longstanding client of ours to help them source a new Senior Development Manager for their growing team, this is an excellent and rare opportunity for an experienced Development Manager to work with various developments across Glasgow. In this client-side role you will have the opportunity to work with an experienced team and a range of stakeholders who will collaborate with you. This role would ideally suit a Development Manager who might be working for a public sector organisation or in a similar client-side role.

Job Purpose

Working closely with the Executive Director of Estates, Director of Property Development and Investment and Project Sponsors, the Senior Development Manager will be responsible for the shaping and delivery of the vision and project benefits associated with a range of major and minor capital projects, agreed by the organisation as part of a transformational capital investment programme. The post holder will act as a change agent for the projects ensuring effective engagement, shaping change for the benefit of the company.

Main Duties and Responsibilities

On behalf of the Project Sponsors, assume lead responsibility for the shaping and development of the necessary project documentation and securing approval through governance.

As Business Partner support the Colleges both from a strategic and estate/asset perspective, whilst enabling quick access to central Estates specialist resources.

As Business Partner support in guiding and influencing strategic property decisions within the organisation enabling effective investment, delivery, prioritisation, alignment to budgets and efficient process.

Act as the lead change agent for projects ensuring effective engagement, communication, and stakeholder management.

Have oversight of the resource requirements to deliver the project, raising concerns with the Project Sponsor where there are issues of either capacity, capability or both and making recommendations for resolution to ensure successful delivery.

Lead the development and approval of feasibility studies and strategic briefs and strategic business cases, engaging with key stakeholders and external consultants to develop and retaining ownership of documentation.

Lead the shaping and delivery of the benefits schedule; developing a clear plan for delivery of the benefits which may incorporate significant cultural or organisational change elements.

Lead on effective and timely engagement, consultation and influencing across the internal stakeholder groups and external partners to ensure successful project delivery and the realisation of key benefits.

Lead on the delivery and production of the detailed written documentation for all Business Case's including the financial analysis of the benefits and costs including addressing tax implications.

Lead a team to ensure projects are delivered on time and within budget. Provide effective oversight of the project administration ensuring it is maintained efficiently and addresses all key elements.

Lead a team to ensure each project progresses effectively through the soft landings/ gateway reviews and action plans to promptly address and resolve any issues raised which might impact on project delivery.

Ensure that risk registers are maintained, liaising effectively with all key stakeholders and owners of risks in order that all risks are actively and timely managed.

Effectively coordinate all work streams across the project, seeking updates on progress as required, to ensure project success and minimise risk.

Work effectively with other projects to share best practice and lessons learned, ensuring the ongoing development and implementation of effective project management methodologies and systems across the Department.

Work effectively to ensure that design standards are integrated and that soft landings are undertaken and co-ordinated across multiple teams.

Lead on the management and oversight of project budgets and programmes.

Ensure lessons learned and post occupancy reviews are undertaken as necessary, leading on these as required and ensuring continuous development in relation to best practice and process.
