Morgan Hunt is delighted to be partnering again with a well known public sector organisation with their search for a Managing/Senior Building Surveyor. This is an exceptional opportunity to join Global leader within Higher Education & Research and work alongside other Surveying and Estates professionals.

Job Role:

To support Estates and the Head of Technical Services by contributing to strategic planning, policy development and Facilities related projects through the provision of leading professional building surveying expertise.

You will lead in the delivery of strategic, operational, and planned maintenance activities providing technical surveying guidance to Estates colleagues on building architecture, fabric and associated infrastructure. Specialist advice will be provided on defects, determining significant repairs, replacements and/or upgrades across the entire University Estate.

Estate Scale:

The University Estate comprises more than 300 buildings and 400,000m2 of space. Within this there is a heritage estate with over 60 listed buildings

Responsible for the effective management of an Annual Maintenance Budget, Compliance budget, and associated Revenue budgets circa £2.0M per annum. Individual projects will range from £50k-£1.0M, and by exception up to £3.0M.

Responsibilities: (includes but not limited to)

  • Effectively lead and manage a team of professional staff of Building Surveyors, Minor Works Surveyors and external contractors. Develop team members and ensure a succession plan for the section is in place. Proactively establish team objectives and ensure best practice techniques and technology are being adopted.
  • Contribute to the development and implementation of technically complex policy and procedures that have University wide Health & Safety implications.
  • Leading input into the strategic direction of the maintenance of the Estate fabric and infrastructure by giving specialist advice in order to guide and influence others, both internally & externally.
  • Plan, prioritise, and lead building surveys and feasibility studies to inform and shape future building refurbishment and maintenance projects. Develop and maintain a schedule of planned lifecycle renewal/upgrade projects and minor works.
  • Ensure processes are in place including periodic reviews to maintain records and inform ongoing investment decisions. Provide leading technical input to asset management plans and the fabric asset register.
  • Identify additional service requirements or service shortfalls and coordinate the design and delivery of innovative solutions to maximise service quality, efficiency and continuity.

Knowledge /Qualifications

Essential

Ability to demonstrate the competencies required to undertake the duties associated with this level of post having acquired the necessary professional knowledge and management skills in a similar or number of different specialist strategic/tactical roles in Building surveying management Or: Scottish Credit and Qualification Framework level 9,10 or 11 (Ordinary/Honours Degree, Post Graduate Qualification), or equivalent, including being professionally qualified, with a broad range of professional experience in a management role(s) in a similar complex environment.

Evidence of Continuing Professional Development relevant to role.

Extensive expertise of key construction maintenance and legislative requirement priorities in relation to a complex estate.

Significant theoretical and practical knowledge of the content and application of Health and Safety legislation in relation to the operation, installation and maintenance of architectural, fabric and infrastructure of an Estate.

Good knowledge of building contracts.

Good working knowledge of project management principles.

Desirable

Chartered Member of Royal Institute of Chartered Surveying or relevant professional body Qualification in Project Management Good working knowledge of NEC 3 construction contracts.

Knowledge of Higher Education and Public Sector Estates Management

Theoretical and practical knowledge of the planning regulations around a heritage estate with listed buildings.
