Job description

Morgan Hunt currently require a Estates Project Officer for NHS based in Warrington

Pay Rate: £24ph to £25ph Ltd

Hours: 8am to 4pm or 08:30pm to 4.30pm 37.5 hrs Mon to Fri - Includes remote working but would need to visit hospital sites when required

Location: Warrington

Duration 6 months on going contract

Job Purpose :

To assist in the planning, management and execution of the Trust's capital programme with particular responsibility for the management of capital projects.

To ensure that all capital schemes operate within the Trust's Corporate Governance and other relevant statutory/non-statutory frameworks.

This is one of two similar posts, one of which carries professional responsibility for building and civil engineering projects, the other for building engineering services projects.

Principal Responsibilities:

1. To provide professional advice and access to technical support for senior managers within local services on business cases for significant capital schemes and in subsequent Post Project Evaluation assessment

2. To take responsibility for the project management of delegated capital schemes and minor new works ensuring these are delivered to time and within budget and in compliance with agreed quality standard

3. To ensure that capital schemes and minor new works are completed to the appropriate standards. This will include checking the standard of works and the approval of contractors' invoices prior to submission for payment, to ensure that value for money has been obtained.

4. To provide regular monitoring reports on the progress of capital schemes and minor new works/projects, to ensure the efficient management of the overall programme.

5. To establish and maintain good relationships with contractors and professional advisers, and to ensure effective communication and monitoring arrangements on capital project This will include liaison with contractors, quantity surveyors, suppliers, local authority building control officers, consultants, utilities, planning departments and listed building conservation.

6. To support clinical user groups in determining their specific estate and facilities requirements, including determining clinical adjacencies and providing advice, undertaking research on innovative estate solutions as appropriat

7. To lead and co-ordinate specialist departments, such as fire, infection control and health and safety, to ensure the safe and secure delivery of capital schem

8. To develop a working environment and culture that actively improves health, safety and security.

9. To ensure that all capital schemes and minor new works for which the post holder is responsible operate within the Trust's governance framework and the relevant legislative framewor i.e. DDA compliance etc.

10. To take responsibility for personal and professional development and ensure that all projects for which the postholder is responsible take account of latest good practice, legislation and safety requirements.

11. To promote team working within the estates function and to provide cover for other estates project officers as required, whose professional expertise may lie in another estates disciplin

15. To obtain quotations for various works in line with the Trust SFI's to ensure processes are adhere to and best value for money is evidenced.
