Job Summary
To lead an effective, efficient and financially sustainable Hospice service providing high quality patient care: to develop the service to meet the needs of the community.
Job Purpose
- To provide leadership in a manner wholly consistent with the Mission Statement and Core Values.
- To provide overall strategic direction to Woking & Sam Beare Hospices in relation to the delivery of their objectives and strategies; to meet the annual targets as determined by the Board of Trustees.
- To be directly accountable to the Board of Trustees for the continuing successful development and the overall management of Woking & Sam Beare Hospices.
- To maintain a close working relationship with the Chair whose advice and guidance should be sought particularly between Board Meetings.
- To create a reporting environment which provides timely presentation of information and advice to the Board to enable it to fulfil all its statutory and governance functions.
- To ensure adherence to the provisions of the Hospice Governance Document .
Principal Duties and Accountabilities
The principal duty is to ensure care delivery is excellent and in line with the values of Woking & Sam Beare Hospices and in line with National Regulatory requirements. The Care Quality Commission (CQC) requires all services that it inspects to be well led safe, caring, effective and responsive to the needs of the local community.
Well led
- In conjunction with the Board, to lead the process for determining the strategic direction of Woking & Sam Beare Hospices and the preparation of the Business Plan.
- To ensure that the Senior Management Team is well-led with appropriate delegated authorities.
- To ensure the leadership, management and governance of the organisation assures the delivery of high-quality person-centred care, supports learning, innovation and promotes an open, fair and continuous learning culture.
- To provide strong leadership to the Senior Management Team.
- To develop a permanent presence within the Hospices’ environment to ensure the Chief Executive Officer is accessible and familiar to all employees and volunteers.
- To ensure all expenditure is controlled and monitored in line with the annual budget as approved by the Board of Trustees and to be directly responsible to the Trustees for the overall financial health of Woking & Sam Beare Hospices.
- To ensure that income is raised to match cost control
- To ensure that, in accordance with the strategic direction set by the Board of Trustees, annual objectives and an annual work programme are developed, prepared and implemented for the Senior Management Team.
- To ensure that Woking & Sam Beare Hospices comply with all statutory and best practice requirements for the running of the Charities.
- To ensure the Board of Trustees receives regular and effective reports on progress towards achievement or implementation of policy objectives or decisions set or made by the Board of Trustees including performance against the financial budget set for the year as well as strategic direction of the organisation.
Safe
- To ensure the safe delivery of patient care by having the appropriate checks and balances in place and a robust system of Corporate Assurance.
- To ensure robust safeguarding procedures are in place to protect service users and staff from harm, given the complexity of staff and volunteers in multiple locations and solo working in the community
- To oversee the development and implementation of all policy matters, clinical and non-clinical so that the strategic objectives and requirements of good governance are met.
- To ensure that exposure to risk is minimised and that the appropriate controls and processes are in place to manage adverse impact of risks materialising.
To ensure adequate training and safeguarding of volunteers
- To oversee the operation of all service provision throughout the Hospices to ensure care is delivered appropriately and ensure that Care Quality Commission and other clinical requirements are met.
- To ensure that staff involve and treat people with compassion, kindness, dignity and respect in line with hospice values.
- To ensure delivery of care is responsive to the needs of the individual and families.
- To ensure staff needs are responded to and support given to deliver high quality care.
- To develop the public profile of Woking & Sam Beare Hospices and to influence and foster good relations with health and social care partners including Clinical Commissioning Groups (Surrey Heartlands ICS and ICB) , CQC, and the Alliance for North West Surrey
- To ensure income generation targets are met each year by supporting fundraising activities and by maintaining excellent relations with supporters of the Hospices, in order to match cost control
- To lead and manage communication activities both within the Hospices and within the distinct local communities in which they operate; to ensure a high and positive profile and to be proactive in monitoring and influencing public opinion for the benefit of Woking & Sam Beare Hospices.
Effective
- To develop effective working relationships with external regulatory bodies and any other resource providers so that opportunities to access and obtain maximum funding can be identified.
- To ensure patient care is delivered effectively and assurance is gained through appropriate clinical audit programmes.
Scope
This post exists to develop and implement the strategic direction for Woking & Sam Beare Hospices, to provide a source of guidance and day to day management for the Hospices’ staff and to develop excellent relationships with external stakeholders so that the benefit is maximised.
Management
Line management of the Chief Executive Officer will be provided by the Chair of the Board of Trustees. There will be an annual assessment of delivery against objectives by the Chair.
Objectives and performance standards will be established by the Board. The post holder will be expected to inform the Trustees of any issues relating to the governance of the Hospices, risk management issues and other legislative matters.
The Chief Executive Officer is responsible for external relations with the Hospices and, in conjunction with the Chair and Trustees, is the public face of Woking & Sam Beare Hospices.
It is a specific requirement of the position that the post holder will attend social and community events as a representative of the Hospices. These events may be held outside normal working hours or at weekends.

Employees and volunteers will treat as confidential all information regarding the business of the Hospices, information with regard to and agreements with suppliers, and information gained about other employees and consultants.
Health & Safety
Employees and volunteers must be aware of the responsibilities placed on them under the Health and Safety at Work Act (1974) to ensure that the agreed safety procedures are carried out to maintain a safe environment for employees, volunteers and visitors.

Person Specification
Qualifications
Graduate or equivalent vocational qualification
Essential Experience
- Extensive senior leadership experience in an organisation of comparable or greater size and scope
- Leadership and management, including demonstrable understanding of structured delegation, building a culture of accountability and collaboration, team building, recognition and empowering, and stakeholder management and interaction
- Demonstrable experience of growing impact and reach, and of understanding, analysing and managing large budgets. Excellent grasp of financial accounts.
- Demonstrable experience of setting and/or delivering successfully on organisational strategy
- Confident representing the charity as the public face, presenting at events and being interviewed by the press
Desirable Experience
- Knowledge of health and social care commissioning and/or provision and of the new and developing healthcare landscape
- Understanding of income generation including fundraising, retail and marketing communications
- Awareness of the regulatory environment for charities and/or health and social care.
- Experience of formal collaborations/joint ventures
- Knowledge/experience of the palliative and end of life care sector and specifically hospices
