Job description

Project Manager | Estates Department | Grade 7 - £44,414 - £54,421

Reporting to the Head of Development (Commercial &Technical) and working closely with the Director of Estates and Project Sponsors; the Project Manager will be responsible for the delivery of multiple individual capital projects commencing with the appointment of the Design Team and initiation of the project. This will involve detailed brief development, significant stakeholder engagement, managing design intent and quality objectives and articulating the vision and project benefits associated with a range of major capital projects.

You will work closely with the Development Managers, Project Sponsors and Senior Users to develop the detailed project brief, outline business case and full business case documentation, aligning all elements with the wider University and Estates strategies, guiding projects through the Capital Development Governance gateways.

You will manage a portfolio of projects through all RIBA Stages to completion. This will include procurement of professional consultants, design team and principal contractor.

As a member of the Estates Development Team you will contribute to the wider objectives of the team, sharing your knowledge and expertise to the benefit of the Campus Development Frameworks, sustainability and carbon net zero targets, and continuous service improvements.

General:

  1. Assist with the coordination of projects, limiting interdependencies, conflicting priorities and overdevelopment within one area at any time, at all times limiting disruption to the University core functions of teaching and research.
  2. Prepare reports and presentations for high level governance groups and project boards that communicate project related issues clearly and persuasively to enable decisions to be made.
  3. Promote Estates focussed change/design initiatives that seek to ensure the University's facilities are designed to emulate best practise and innovation in the Higher Education sector.
  4. Assist in the development and implementation of project processes and procedural documentation to provide consistency across all projects.

Project Development:

  1. On behalf of the Project Sponsors, assume lead responsibility for the development of the project documentation in accordance with the Estates Capital Development Governance Guide,
    securing approval by the appropriate governance group.
  2. Lead the development and approval of the detailed project brief with the design team, engaging with key stakeholders.
  3. Assist the Senior User to articulate and realise the benefits to be delivered, advising on the feasibility of same within project parameters and the wider University and Estate strategies. Develop the project to deliver the agreed benefits.
  4. Working closely with the Project Sponsor, take overall responsibility for the financial management of individual capital projects, modelling and setting budgets with appropriate project tolerances. Engage with the University's planning and budgeting process providing regular updates and revisions to cash-flow forecasts. Exercise professional judgement and decision making on all aspects of the development adopting the principle of 'managing by exception' thereby using the Sponsor's time efficiently for the benefit of the project.
  5. Lead the appraisal & definition stages of projects through RIBA stages 1-3/4 and delivery of the FBC, ensuring that the technical solutions are fit for purpose, fully coordinated and efficient with a variety of internal stakeholders.
  6. Lead the project delivery from RIBA stage 4/5 to RIBA stage 6 ensuring smooth handover and commissioning to the end users.
  7. Post project delivery, assist the Development Manager to undertake the RIBA stage 7 review of project deliverables, benefits and lessons learned against the original project mandate and Full Business Case, ensuring that these are carried forward into future projects.
  8. Engage with external parties such as the local Planning Authority, The Preservation Trust, Community Council and other local stakeholders.

  1. Engage and work with colleagues to ensure that cross disciplinary activity is conducted in a supported manner to deliver best overall value for the University.
  2. Encourage and partake in continued professional development. Develop and maintain strong working relationships with key internal and external stakeholders. Participate in networks at local, regional and national level in order to share ideas and benefit from best practice such as those contained within the Cole Report.
  3. Continually seek improvements in service delivery and customer satisfaction.
  4. Undertake training as required in new techniques/practices required of the post and maintain professional membership of recognised body.
  5. Facilitate compliance with all health and safety requirements of the University where reasonably practicable and provide effective management of Health & Safety standards and practices within your area of work.
