Job description

Morgan Hunt is currently working with a university located in East London, in their search for a Procurement Services Manager specialising in Estates Facilities.

Your expertise in Estates Facilities procurement will be crucial role in providing professional procurement services, particularly focused on Estates and Facilities Management. You will work closely with all faculties and professional services, offering guidance on successful procurement, analysing needs, preparing plans, establishing standards, bench marking, and overseeing supplier performance.

Job Title: Procurement Services Manager - Estates & Facilities

Location: Hybrid (On campus once a week or as and when required).

Salary and Grade: Grade 5, £37,000 - £43,000

Job Type: Permanent

Start Date: ASAP

Hours: Full-time

Key Responsibilities:

- Provide a customer-focused procurement service within a small team.
- Communicate and gain customer buy-in to the procurement strategy.
- Advise and guide stakeholders on complex procurement matters, adhering to established procedures and regulations. - Develop tender and procurement specifications, including frameworks.
- Lead or facilitate cross-functional teams to enhance procurement practices.
- Monitor and improve supplier performance through established mechanisms.
- Evaluate supplier responses, arrange presentations, and manage related administration in collaboration with the Head and Deputy Head of Procurement.
- Monitor contract performance through reviews and Key Performance Indicator assessments.
- Analyse procurement needs using management data from finance systems (Business World and Qlik model).
- Ensure legal compliance in all areas covered by the job description, including Public Sector Procurement Legislation.
- Provide professional advice and expertise, making recommendations within professional guidelines.
- Proactively contribute to continuous improvement by recommending enhancements to administrative practices.
- Plan and prioritise workload to achieve Professional Service's objectives, maintaining and improving efficiency.
- Independently organise and resolve issues and queries, providing procurement advice to staff at all levels.
- Utilise online systems, including e-tendering (In-Tend) and financial systems (Business World).

Personal Specification:

- Relevant degree or equivalent qualification.
- Experience in procurement, particularly in Estates and Facilities Management.
- Significant experience in managing procurement processes.
- Familiarity with strategic planning, financial and non-financial.
- Proven skills in risk management and project management.
- Knowledge of e-Procurement and financial systems.
