Systems Development Programme Manager for Argyll & Bute Council

Background

Argyll & Bute Council engaged Morgan Hunt to recruit a Systems Development Programme Manager on an initial six-month contract to support the development and enhancement of its iTrent HR and Payroll system.

The role formed part of a wider systems transformation programme and required a specialist contractor combining programme management expertise, HR systems knowledge and hands-on experience of the iTrent platform.

  • A limited market of experienced iTrent programme and project professionals.
  • The role required both strong programme delivery capabilities and detailed HR systems expertise.
  • Competition from other local authorities delivering similar HR transformation programmes.
  • Tight timescales required an immediate start with minimal onboarding.
  • Genuine hands-on iTrent experience was particularly difficult to source.
  • The role was released to multiple agencies, making speed and specialist market knowledge essential.
  • Leveraged Morgan Hunt’s established network of iTrent and ERP contractors.
  • Conducted targeted headhunting across the public sector systems and transformation market.
  • Completed detailed screening to assess candidates’ technical expertise and programme delivery capabilities.
  • Worked closely with the Council to align requirements and delivery timescales.
  • Managed candidates throughout the interview and offer process to maintain engagement.
  • Submitted a highly targeted shortlist of three candidates who all met the core requirements.
  • Submitted three highly relevant candidates, all of whom were invited to interview.
  • Achieved a 100% interview-to-submission ratio, demonstrating strong alignment with the Council’s requirements.
  • Successfully appointed a Systems Development Programme Manager within the specialist iTrent market.
  • Strengthened Morgan Hunt’s relationship with Argyll & Bute Council, leading to further placements.
  • Delivered additional iTrent consultants following the success of the initial assignment.
