We are working with our Glasgow based client to recruit a Housing officer until the end of August initially. The role will commence ASAP.

The primary purpose of this role is to act as the named contact for tenants, delivering a comprehensive and customer-focused housing management service to residents within the organisation's homes and communities.


The role will focus on delivering high-quality housing services by:

  • Providing an efficient service that resolves issues at the earliest opportunity and achieves individual and organisational performance targets.
  • Delivering a consistent, professional and customer-focused housing management service.
  • Being visible, approachable and accessible to tenants within a designated housing patch.
  • Developing and maintaining a thorough understanding of tenants' needs and circumstances.
  • Applying organisational policies and procedures consistently and identifying opportunities for service improvement.
  • Keeping up to date with changes in Scottish housing legislation, guidance and best practice, and applying this knowledge effectively.
  • Building effective relationships with partner agencies to support tenants and resolve tenancy-related issues.
  • Embracing digital technology and modern communication methods to improve service delivery.
  • Treating all customers with fairness, dignity, empathy and respect, supporting them to sustain successful tenancies.

Responsibilities:

Allocations

  • Administer the organisation's allocations policy and procedures, ensuring properties are allocated fairly, efficiently and in accordance with policy.
  • Work with local authority partners and other agencies to manage nomination agreements and referral arrangements.
  • Provide housing advice to applicants, including housing options information and guidance on the housing application process.
  • Assess housing applications and ensure offers of accommodation are made promptly and in accordance with policy.
  • Arrange viewings of vacant properties and complete tenancy sign-up processes efficiently.
  • Minimise void loss through the prompt allocation and re-letting of vacant properties.

Estate Management and Anti-Social Behaviour

  • Ensure tenants understand and comply with the conditions of their tenancy agreement.
  • Investigate breaches of tenancy conditions and manage anti-social behaviour cases in accordance with organisational policies and relevant legislation.
  • Work collaboratively with internal departments, Police Scotland, local authorities and partner agencies to resolve neighbourhood issues.
  • Interview tenants and residents, issue appropriate warnings and prepare legal action where necessary following investigation.
  • Monitor estates regularly and identify environmental or neighbourhood management issues requiring action.

Tenancy Sustainment

  • Support new and existing tenants to maintain successful tenancies by working closely with internal teams and external support agencies.
  • Identify tenants at risk of tenancy failure and develop support plans to improve tenancy sustainability.
  • Signpost tenants to appropriate support services using Housing Options and referral pathways.
  • Develop effective working relationships with statutory and voluntary organisations supporting tenancy sustainment.

Income Management and Rent Arrears Recovery

  • Monitor rent accounts and maintain accurate records of current and former tenant arrears.
  • Liaise with relevant agencies including local authority benefit services, the Department for Work and Pensions, social work services and homelessness teams where appropriate.
  • Promote early intervention approaches that prevent rent arrears from escalating.
  • Manage arrears cases in accordance with organisational policies and procedures.
  • Prepare and serve statutory notices where appropriate.
  • Maintain accurate records to support legal proceedings and attend court where required.

Welfare Benefits Advice

  • Maintain an up-to-date knowledge of welfare benefits, Universal Credit, Housing Benefit and relevant legislation.
  • Assist tenants to maximise their income by identifying benefit entitlement and providing appropriate advice or referrals.
  • Undertake benefit assessments and support tenants with benefit applications and backdated claims where appropriate.
  • Work collaboratively with specialist welfare advice services to improve financial inclusion and reduce tenancy risk.
  • Promote income maximisation initiatives and financial wellbeing information.

Tenant Participation and Customer Engagement

  • Promote tenant participation and encourage customers to become involved in shaping services.
  • Attend tenant meetings, focus groups and community events, including occasional evening attendance where required.
  • Support consultation exercises relating to policy reviews and service improvements.
  • Encourage customer feedback and involvement in service scrutiny activities.
  • Investigate and respond to housing management complaints within agreed timescales.
  • Contribute to customer newsletters, annual reports and other communications.

Performance Management

  • Maintain accurate housing management records and databases.
  • Monitor personal performance against agreed objectives and performance indicators.
  • Produce statistical reports and management information as required.
  • Contribute to regulatory returns and performance reporting, including returns relating to the Scottish Social Housing Charter.

Systems Administration

  • Use housing management systems and mobile technology effectively to deliver services.
  • Maintain accurate electronic records and ensure data quality at all times.
  • Support the effective use and development of housing management software and associated systems.
  • Report system issues and contribute to continuous improvement of digital processes.

General Responsibilities

  • Comply with all organisational policies, procedures and statutory requirements.
  • Maintain confidentiality and comply with data protection legislation.
  • Promote equality, diversity and inclusion in all aspects of service delivery.
  • Work in accordance with health and safety legislation and organisational procedures.
  • Undertake any other duties commensurate with the grade of the post as reasonably required by management.
