Morgan Hunt are currently working with a Professional Regulatory Body in their search for a Senior Lawyer (Fitness to Practise). This is an exciting opportunity for a Qualified Lawyer with strong Professional Regulation and Fitness to Practise experience to take on a broad and influential legal advisory role, working closely with operational colleagues across Triage, Investigations and the wider Fitness to Practise process.



The initial focus of the position will be supporting the organisation through a significant period of change and transformation within its Triage function. Following a recent review of Triage and Investigations processes, the organisation is implementing new ways of working designed to improve case progression and support more efficient and robust decision-making at the earliest stages of Fitness to Practise.



Working closely with the Head of Triage and operational teams, you will provide pragmatic, solutions-focused legal advice on complex Fitness to Practise matters. This could include advising on Triage thresholds, investigation plans, case progression, evidential issues and specific legal queries, helping operational colleagues determine the most appropriate way forward. Crucially, the organisation is looking for someone capable of adapting their approach depending on the circumstances. At times, this will require detailed advice on legislation, rules, case law and regulatory frameworks; at others, it will mean quickly providing practical legal options that allow colleagues to progress cases effectively within a busy, high-volume environment.



While the first 12 months will have a particular emphasis on Triage transformation, this is deliberately a broad Fitness to Practise legal position. The successful candidate will have opportunities to provide advice across Investigations and later stages of the FtP process, contribute to policy and guidance development, deliver training and become involved in wider legal and regulatory projects. The formal role profile similarly covers legal support to Triage and Investigations, strategic project advice, training and wider stakeholder engagement. The role also offers an excellent opportunity for somebody looking to develop their leadership and management experience.

The Role

· Lead on the provision of legal advice and support to the Triage function, helping operational teams make efficient, robust and legally sound decisions.

· Work closely with the Head of Triage to support ongoing process improvement, change and transformation across the function.

· Provide pragmatic legal advice on Fitness to Practise casework, including Triage thresholds, case progression, investigation planning, evidence and complex legal queries.

· Support the Investigations team with legal advice to enable effective case planning and timely progression.

· Adapt your legal advice according to the circumstances, balancing detailed interpretation of regulatory frameworks and case law with practical, risk-based solutions.

· Support the development and review of policies, processes and operational guidance across Fitness to Practise.

· Develop strong working relationships with senior operational stakeholders, including Triage and Investigations leadership.

· Provide mentorship and legal support to operational colleagues dealing with complex investigations and regulatory matters.

· Contribute legal expertise to wider projects, working groups and continuous improvement initiatives.

· Develop towards supervision and line management responsibility for junior legal colleagues, including reviewing and quality-assuring legal advice.



Candidate Profile

· Qualification and experience as a Solicitor, Barrister or Fellow of CILEX, with the appropriate professional registration or immediate eligibility to register.

· Strong experience within Professional Regulation and Fitness to Practise, ideally gained within a healthcare or similar professional regulator.

· A strong understanding of the Fitness to Practise lifecycle, particularly Triage and/or Investigations.

· Experience providing pragmatic, risk-based legal advice on complex regulatory casework within a fast-paced and time-pressured environment.

· Strong legal analytical skills and judgement, with the ability to interpret Rules, legislation, case law and evidence and translate these into practical options for operational colleagues.

· The ability to balance legal risk with operational realities and support the timely progression of cases.

· An adaptable and dynamic approach, with the ability to respond positively to changing processes, systems and ways of working.

· A proactive, self-motivated attitude and willingness to pick up different matters across the wider Fitness to Practise process.

· Strong stakeholder management skills and the ability to work collaboratively with legal and non-legal colleagues across an organisation.

· Ability to manage multiple competing priorities while remaining calm and maintaining consistently high standards.

· Experience developing guidance, delivering training or contributing to regulatory process improvement would be advantageous.
