Morgan Hunt requires a Facilities Manager for a Client based in Southampton
Pay Rate: £300ph to £320 per day Ltd
Hours 37 8am to 4pm Mon to Fri .
Location: Southampton/Fareham
Duration: 6 months on going contract

Suitable candidates must have full clean driving licence and access to own vehicle as would be required to cover two sites in Fareham

Role Overview:
The Facilities Manager (FM) has responsibility for the effective delivery of facilities services for all building users including staff, visitors, clients and tenants. The Facilities Manager is responsible for ensuring that the physical environment is fit for purpose in terms of premises, the facilities are fully compliant with regard to health and safety and that the organisation has the appropriate level of FM services and support for their operational requirements.

Key Responsibilities:

Oversee and manage on a day-to-day basis the Total Facilities Management (TFM) contract ensuring that the Agency's buildings are appropriately maintained, safe and compliant within the agreed budget.

  1. Manage, monitor and improve the Facility Management Services that are provided via third parties ensuring they are delivered as specified the required quality and standards against agreed Key Performance Indicators and within the budget agreed.
  2. Responsible for developing, agreeing and implementing processes, procedures and guidance to support those (Building Custodians) responsible at site level.
  3. Oversee the facilities management services within the Spring Place Head Office fulfilling the role of 'building custodian' with the Facilities team providing help/support and advice to HQ staff whilst also supporting the HM Coastguard Joint Rescue Coordination Centre and Daedalus facilities.
  4. Manage a program of audits on the Agency's buildings and facilities to check that the contract specification is being complied with and works/services are to the required standard.
  5. Undertake reactive and remedial works as necessary in order to ensure buildings are fit for purpose, safe and compliant. Produce briefs and specifications in conjunction with the relevant stakeholders and internal clients. Make sure works are carried out after liaison with colleagues throughout the Estate.
  6. Audit contractor works on site (either directly or indirectly) to check compliance with Construction & Design Management regulations (CDM) health and safety requirements. Work closely with colleagues in the Health & Safety team and ensure working practices within your area of responsibility are compliant with legislative and MCA policies and procedures.
  7. Review the information provided from inspections undertaken by and the recommendations made by the TFM contractor with regard to lifecycle upgrades and replacements and make recommendations to the Head of Facilities, Head of Property and Assistant Director of Estates in respect of any remedial or replacement project works to include an evaluation of costs, timescales, and impacts.
  8. Utilise appropriate IT systems to ensure that all assets are recorded for inspection and maintenance purposes and are accurate and up to date. Working closely with the TFM contractor, put in place the process and procedures with regard to its upkeep, maintenance, management, and the inputting of information.
  9. Manage the performance and development of staff reporting into this post.


Key Requirements:

Relevant education in a suitable discipline(e.g. facilities management, quantity surveying, engineering, project management) or equivalent relevant experience in a Facilities Management environment or a relevant professional qualification e.g. MIWFM Member Institute of Workplace & Facilities Management) and a NEC 3/4 Practitioner

Comprehensive knowledge of Health & Safety at Work Act, building legislation, Construction & Design Management regulations (CDM), Building Regulations statutory compliance requirements particularly relating to Fire Risk Assessments (FRA)

Legionella Risk Assessment (LRA), Asbestos etc as well as other key estate responsibilities.

Experience in the use of Facilities systems i.e., CAFM, CEMAR

Experience of managing a Facilities Management contract and associated stakeholder relationships (internally and externally).
