Morgan Hunt are working with a Local Authroity client to find there next Housing Supply and Enabling Manager. The role sits within the Housing Regeneration Team, contributing to the strategic development of the Council's HRA portfolio and takes the lead on borough wide housing development projects and partnerships. The role is to drive action to accelerate the supply of housing in the Borough at pace.


This is a strategic, outward facing role where you'll shape and influence the delivery of new affordable homes across the borough. You'll work closely with housing associations, developers, community groups, and internal partners to unlock opportunities, remove barriers, and ensure The council's housing pipeline is robust, viable, and aligned with the long term vision.


Your work will directly support the Council's priorities around regeneration, placemaking, and social value. Key responsibilities include:

  • Leading the Council's enabling function to support the delivery of affordable and specialist housing.
  • Building strong partnerships with Registered Providers, developers, and public sector partners through RP and Developer Forums.
  • Assess development proposals, negotiate affordable housing outputs, and secure best value outcomes.
  • Provide expert advice on housing need, tenure mix, funding routes, and delivery models.
  • Oversee performance reporting, risk management, and programme forecasting.
  • Contribute to strategic housing policies, regeneration initiatives, and long term planning frameworks.
  • Champion innovation, sustainability, and community focused design in new developments.
