Sam is Head of Digital, Data, & AI, at Swindon Borough Council, leading the use of data engineering, data science, digital services and emerging technologies to support better decisions and improved outcomes for residents. Her work focuses on building strong data foundations, enabling insight and AI adoption, and growing equitable digital and data confidence across the organisation. She is passionate about innovation, collaboration, and creating local career development and education opportunities.

Jeremy Worrell
Head of AI (for leading third sector organisations)

A former board and C-Suite advisor, Head of Digital & Data, and author, Jeremy now dedicates himself to working with non-profits to help them adopt AI technologies for good.  Much of his work centres on AI literacy, training, coaching and ethics.

Jeremy recently switched into the charity sector, having spend much of the previous decade with government and healthcare organisations.  In 2025, he helped the RSPB, Mind, Save the Children and the Marine Conservation Society to form robust plans, circumventing common blockers.  He's now leading AI for the National Deaf Children's Society.

Sian Thomas
Chief Data and AI Officer at Department for Business and Trade (DBT)

Beginning her career in the private sector, Sian moved to the Food Standards Agency working in various roles including Social Research, Governance and Ethics and leading the Data, Information Governance and Security team. She has led on projects such as predicting norovirus from Twitter data and piloting a blockchain tool to make better use of data about cows at slaughter.

Siân joined DIT in February 2019. Following Machinery of Government Changes, she continued her role as Chief Data Officer in the Department for Business and Trade (DBT). Her remit includes building data products and services to enable staff to understand and meet business and customer needs.  Having led on AI in the department, her title changed in April to Chief Data and AI Officer to reflect the increasing AI component of the role.

Ken Fox is Director of Digital Services at Link Group, where he leads digital transformation, data strategy, and the adoption of artificial intelligence across the organisation. He is responsible for delivering major change programmes spanning business insight, customer experience, and service modernisation.
 
Ken has a strong track record in turning strategy into delivery, with a focus on embedding technology into day to day operations in a safe, scalable way. His work includes leading the adoption of Microsoft Copilot, strengthening cyber security, and establishing governance frameworks to support responsible AI.
 
He brings a practical perspective on the challenges of moving from pilot initiatives to real world implementation, particularly in complex, regulated public service environments.
