Head of Housing - Croydon

As a member of the Housing Directorate Management Team, the Head of Housing Change, Assurance and Performance will work collaboratively with directors in the housing directorate, with corporate directors and directors in other directorates, and with the chief executive to deliver the Croydon Renewal Improvement Plan, the Council's priorities and ways of working and the Mayor's Business Plan. This role will also directly be responsible for the Housing Transformation Programme, ensuring it successfully identifies the core areas requiring transformation and guiding the directorate through the process.

As required, the postholder will participate in corporate management activities that cross over service or departmental boundaries.

Reports to: Corporate Director of Housing

Responsible for:
The resourcing, development and delivery of a new division working across the Housing directorate, focusing on regulatory assurance, performance, change management, complaints and customer insight, Housing and digital systems and all aspects of housing policy and strategy.

The postholder will lead regulatory assurance, performance improvement, and inspection readiness across Housing, ensuring compliance with the Social Housing (Regulation) Act 2023, Consumer Standards, and the emerging Competence and Conduct Standard. They will work in close collaboration with the Head of Professional Development to ensure that workforce capability, learning, and cultural change are aligned to regulatory requirements and service improvement objectives.

The postholder will be the professional lead for:

· Providing direction and oversight of the Housing directorate's Housing Transformation Programme.

· Have oversight for the development of the housing directorate as a whole via policy and strategy and systems development.

· The operation of the Housing Assurance Board

· Lead and shape the directorate's approach to performance management, improvement and learning.

· Develop and implement a dashboard of performance indicators to evidence delivery and improvement.

· Lead on the transformation of the housing directorate and provide assurance of adherence with the Regulator of Social Housing Consumer Standards.

· Play a lead role in the journey to compliance with the Consumer Standards.

· Prepare the directorate for inspection in accordance with the Social Housing (Regulation) Act 2023.

· Performance monitoring and data management / analysis, including statutory and non-statutory returns, and policy compliance

· Departmental relationships with the Regulator for Social Housing, Housing Ombudsman and Local Government Ombudsman

· Legislative and regulatory horizon scanning

· Oversight of all policies and strategies - ensuring they are updated regularly

· NEC and data systems development within the directorate

· Risk Management for the directorate

· Performance and monitoring of complaints, members enquiries and FOI requests

· Work closely with partners to ensure adherence to regulatory requirements and standards.

· The post holder is responsible for the division budget and will deliver services and the associated savings programme and transformation projects within a budget envelope.

Corporate Accountabilities
· To take a "one Council" approach to deliver more effective outcomes and at all times avoid a siloed, single division or service area approach.

· To actively seek out and learn from external good practice and bring those new ideas and ways of working into service development and delivery.

· To contribute and lead as required as a project owner on the delivery and implementation of specific corporate projects as required.

· To actively role model the council's priorities and ways of working and the council's leadership framework and values.

· To lead, manage and develop staff teams and ensure compliance with the councils performance management system and all HR policies and procedures

· Be accountable for associated budget and have affordable plans in place to deliver the annual budget and Medium Term Financial Plan.

· Provide assurance that the services are compliant and performance monitoring is part of the corporate rhythm, and exceptions have robust action plans.

· To operate within the governance, financial and legal frameworks of the Council at all times.

· Ensure equality's is embedded into all aspects of professional and managerial roles, including service delivery and at all times carry out your duties with regard to the Council policy.

· Ensure by robust management that the services and staff you are responsible for adhere to the Council's Health and Safety Policy and operate within the safety management frameworks.

· To ensure the effective management of data and security of information received and used within the division, to comply with the relevant legislation such as GDPR and the Freedom of Information Act, recognising that the council wishes to operate in the most open and transparent way.

· Participate in cross organisational risk management and emergency planning activities as required
