We are seeking an experienced Housing Officer to deliver a responsive, resident-focused housing management service. The successful candidate will be responsible for tenancy management, estate inspections, anti-social behaviour (ASB) casework, resident engagement, safeguarding, and community development across a designated patch. The role requires a visible presence within communities, ensuring residents receive high-quality support while maintaining safe, sustainable neighbourhoods.

Key Responsibilities

Tenancy & Housing Management

  • Manage tenancies and leasehold matters, ensuring compliance with tenancy conditions.
  • Investigate and resolve tenancy breaches, including unauthorised occupation, hoarding, subletting, and other breaches.
  • Respond to and manage ASB cases, working with residents, partner agencies, and specialist teams where required.
  • Conduct tenancy audits, home visits, estate inspections, and end-of-tenancy visits.
  • Support tenancy sign-ups and ensure new residents understand their rights, responsibilities, and available support services.
  • Monitor estate conditions, communal repairs, environmental issues, and access requirements.

Resident Engagement & Community Support

  • Build positive relationships with residents through regular estate presence and proactive communication.
  • Attend resident meetings, community events, and estate walkabouts.
  • Identify vulnerabilities and safeguarding concerns, making referrals to appropriate services.
  • Support community initiatives and contribute to neighbourhood improvement plans.

Compliance & Health and Safety

  • Support the delivery of property compliance, building safety, and fire safety requirements.
  • Identify, report, and escalate health and safety risks.
  • Work closely with operational teams to ensure properties and communal areas remain safe and compliant.

Service Delivery & Performance

  • Maintain accurate housing management records and case notes.
  • Manage a varied caseload while meeting performance targets and service standards.
  • Collaborate with internal teams and external partners to deliver joined-up services.
  • Contribute to service improvement initiatives and neighbourhood performance monitoring.

Person Specification

Essential

  • Minimum 2 years experience in Housing Management.
  • Experience managing tenancy breaches and anti-social behaviour cases.
  • Knowledge of tenancy management, housing legislation, and landlord responsibilities.
  • Understanding of safeguarding, support services, and partnership working.
  • Strong customer service, communication, and interpersonal skills.
  • Excellent organisational skills with the ability to manage competing priorities.
  • Experience working with diverse communities.
  • Strong IT, case management, and reporting skills.
  • Ability to work independently and collaboratively.

Desirable

  • Housing-related professional qualification.

Additional Requirements

  • Regular estate inspections, home visits, and resident engagement activities.
  • Ability to travel between sites as required.
  • Flexibility to work occasional evenings and weekends (TOIL provided).
  • Enhanced DBS clearance required.
